Why your old plates became illegal

High Security Registration Plates — tamper-proof aluminium plates with a laser-etched serial, hot-stamped chromium Ashoka Chakra hologram, snap-lock fitment and the IND inscription — became standard on all new vehicles from April 2019, fitted by dealers at registration. The mandate that concerns most owners is retrofitment: states have progressively required pre-2019 vehicles to convert to HSRP, with deadlines, enforcement drives and fines (commonly in the ₹5,000-class under plate-related provisions, varying by state). Delhi-NCR led aggressive enforcement; other states have followed in waves.

Alongside the plate rides the colour-coded fuel sticker (third registration mark) on the windscreen: light blue for petrol/CNG, orange for diesel, grey for others, with BS6-era vehicles carrying a green strip — mandatory in Delhi-NCR and spreading, booked through the same portals.

The point of the exercise

Old-style plates were a stationery product — any roadside vendor stamped anything, which is exactly how cloned plates, untraceable getaway vehicles and challan-dodging worked. HSRP ties a unique laser serial to your chassis number in the VAHAN database, fits with non-reusable snap locks (remove it and it breaks), and standardises fonts that ANPR cameras read reliably. It's infrastructure for the camera-enforcement era — which is also why states pursue it seriously.

Booking: the legitimate route

  1. Official portals only: bookmyhsrp.com (the manufacturer consortium portal covering Delhi and many states) or your state transport department's notified portal/vendor — the state RTO website lists the authorised one. Dealers also book on your behalf.
  2. Details needed: registration number, chassis (last digits) and engine number (from the RC), fuel type, vehicle class.
  3. Choose fitment: home fitment (where offered, small extra fee) or an appointment at a dealer/fitment centre — fitting takes minutes; the old plates are removed and the snap-locks applied.
  4. Cost: order-of-magnitude ₹600–₹1,100 for cars (two plates + fitment; two-wheelers roughly ₹300–₹500), with the fuel sticker ~₹100 and small home-visit charges. Prices are state-notified — treat significantly higher quotes as a middleman markup.
  5. Keep the receipt and booking confirmation — enforcement drives accept proof of booked-but-pending slots in most states.

The scam layer (again)

HSRP's enforcement waves breed lookalike portals — ad-ranked sites charging multiples, harvesting RC details, or delivering nothing. The tells: the price wildly exceeds the state-notified figure, payment goes to a personal UPI, or the domain isn't the state-listed vendor. Book only through the state-listed portal, and treat "agent guarantees same-day HSRP" WhatsApp forwards as the phishing they are. Equally illegal: the accessory-market "designer" HSRP imitations — fancy fonts and Italic IND badges void the whole compliance and invite the fine the real plate avoids.

The questions owners actually ask

My car is pre-2019 but has shiny plates with a hologram — am I compliant? Only if they were booked through the official chain and carry the laser serial linked in VAHAN. Vendor-made lookalikes with stuck-on holograms don't register as HSRP at a camera or a checkpoint.

What if I've moved states since registration? Book under the registering state's scheme (the RC's state), or complete your RC transfer first and book in the new state — the plate follows the registration record.

Do old vehicles without HSRP fail fitness/PUC or transfers? Increasingly yes — several states gate RC transactions, fitness certificates and even fuel-station access campaigns on HSRP compliance. It's cheapest to book before a deadline crunch inflates fitment queues.
